I don't know why you'd get a 403 error, but try to see if you can access the screenshots from ASN's main site: http://www.avatarspiritmedia.net/

The most recent update, titled "Soundtrack possibilities and Korra news", includes a link to the linetest screenshots. You can also access them from ASN's screenshots page or from the linetest's entry in the episode guide.

If you still encounter errors, clear your browser cache/cookies and try again.

"It's kind of like the show has grown up," says "Korra" co-creator Bryan Konietzko. "A lot of the viewers have grown up since the show was last on."

 The new programs are part of a broader strategy at Nickelodeon to bulk up its animated offerings, especially on Saturday mornings. "Animation is the life blood of kids television," Ms. Zarghami says. "Cartoons last longer, they play around the globe, and they repeat better than live-action shows."

The site is georestricted or something, sometimes it shows you the full version and sometimes the short one.

It says that another new character, Pema, has been announced and will be voiced by Maria Bamford.

If this information turns out to be wrong, I apologize. I can't see any reason why the person would just make this up, though.
