IMO, Zuko didn't attempt to dodge or block. He was so fully under Ozai's control- so psychologically dependent on Ozai's approval- that he would sit there and take a beating. Even a fatal beating. Zuko firmly believed he didn't have it within him.

It's the typical psychology of someone in an abusive relationship.

As do I. Although I have not seen this episode in a while, I remember it being the point where I feel in love with the show.

Anyway, one thing that saddens me is that Zuko's crew was so under utilized. The final act of this episode showed that they had the potential to make for some real good interactions with their captain.
