It all has to do with up bringing. FOr example. Azula was mostly raised by her father who is stone cold evil. And so as such she would be evil becuase she dosn't know better. While zuko was raised by his miother and uncle mostly. And they arnt evil at all. So Zuko had exposer to certain values that azula didn't to just took longer for him to get his wings than most people

The reason that Azula is evil is because of bad parenting, come to think of it Ozai's the reason that all the FN is evil in the show(I know Sozin started it)
Zhao's greatest achievement could've been the saving of the SWT after hurricane Lee hit the south pole
Azula could've joined the Gaang and they could've had many wacky adventures together, instead a perfectly good character is ruined by an emo and a PMS-ing b!ich

Don't speak to harsh of Zuzu and Katara, they are great in their own way too and if you want Azula to join the Gaang write or draw it, not too hard.
Also, I think Ozai became evil because he wanted to be that way whereas Azula hardly saw an alternative.

i know this is an old thread but zuko more evil than azula? no. zuko wasn't the one who got pleasure out of hurting cute animals, killing people, intimidating people, manipulating people, and so on.

In my mind, the only evil thing Zuko did was order Combustion Man to kill Aang. I don't think Zuko's other attempts at Aang were evil because I don't believe he was ever trying to kill him. This is ironic considering Zuko would officially turn to the good side 9 episodes later.
